Chapter By-Laws
Chapter Officers:
As of February 1, 2009 the officer’s positions of Chapter Head, Certificate Manager, and Net Control will be filled by volunteers in lieu of elected parties. All volunteers wishing to hold an officer’s position or committee member must possess a current FCC amateur radio license. The Cypress Net will be guided by the efforts of the Chapter Head, Certificate Manager, Net Control as well as any committee members designated by the Chapter Head.
Chapter Activities:
Nets:
Weekly nets will be conducted in accordance with the Cypress Net’s obligation to the 10-10 International Net, Inc. Weekly nets are conducted to:
- Allow Cypress Net members an opportunity to work other Cypress Net members for points.
- Allow non-Cypress Net members to work chapter members to qualify for chapter membership.
- Allow any licensed amateur radio operators an opportunity to work local and DX stations on the weekly net to obtain 10-10 numbers for their own membership purposes.
All contacts during the weekly nets will be conducted through Net Control or Relay Stations. All check-ins must be made by the station desiring to be checked into the Cypress Net net. Third party check-ins via bands other than 10 meters (i.e. 2 meters, 220, 440, etc.), or telephone calls on behalf of stations desiring to check-in will not be accepted by Net Control or Relay stations. 1In case another circumstance comes about where one station openly refuses to work another Cypress Net member (such as happened when KD4WOV refused KB4VNF's valid request for a contact) then the offending station will be dealt with by the officers.1
Meetings:
All Cypress Net business matters will be conducted during normal weekly 10 meter nets, augmented by the use of the Cypress Net web site and/or the Cypress Net Forums. Any gatherings taking place among Cypress Net members will be conducted strictly on a social basis. Any Cypress Net members attending such gatherings will agree to keep discussions on a social level and not delve into Cypress Net business matters. No matters discussed during these social gatherings may be presented for voting during weekly chapter nets.
Points:
Points will be awarded for working other Cypress Net members only. Points will not be awarded for participating in weekly nets or any other Cypress Net sponsored events. Claiming of points must be done in accordance with the application process in place on the Cypress Net web site.2Your current point value is always available on this page: POINTS. It is YOUR responsibility to file points upgrades.2
Certificates / Seals:
Any and all certificate and seal programs will be set up and maintained by the Cypress Net Certificate Manager. Any forms (online or printed) set forth by the Certificate manger must be completed and submitted in proper fashion by the station applying for the certificate/seal (this includes basic membership certificates).
Membership:
Membership in the Cypress Net is available only to amateur radio operators possessing a current FCC issued license and a 10-10 International Net membership number. Should a Cypress Net member cease to hold a current FCC issued amateur either voluntarily or through an FCC action then their Cypress Net membership will be revoked upon receipt of proof that a member no longer holds an amateur radio station license.
In the event that one or more Cypress Net members engage in any activities contrary to FCC rules and regulations or outside of the scope of good amateur practice the Cypress Net leadership will survey the problem and decide the appropriate action. Actions available to leadership in these cases involve discussion with and guidance to the offending station(s), as well disciplinary actions. Disciplinary action taken will include requesting the stations to step aside as Cypress Net members. Should the station(s) refuse to meet with chapter leaders or to voluntarily step aside as chapter members then they will be stricken from the chapter roster and their membership number(s) will be re-assigned to the next membership applicant. All decisions by the Cypress Net officers will be final and not subject to further discussion or challenge.
Communications3:
All Cypress Net business will take place on the 10 meter band excepting circumstances where visits to other bands take place for training purposes. Private communications with Cypress Net officers should be carried out in the event a member has any issue they wish to discuss. The best methods for communicating with the officers should be limited to either email or U.S. Mail so that topics being discussed can be forwarded to other officers for their input. On air and telephone discussions of private or controversial matters should be avoided to prevent any misunderstandings from occurring. Firing up the local ‘grapevine’ over the landlines or disparaging the Cypress Net over any amateur radio frequency should be discouraged by ALL Cypress Net members. Some of the most damaging statements ever heard regarding any organization are:
“They said …”, “Someone told me …”, “Well, I heard that …” and so on.
